U.S. sanctions rules authorize noncommercial, personal remittances to Iran under the ITSR. These transfers must be processed by U.S. depository institutions or registered broker-dealers, and U.S. persons cannot deal directly with MSBs or hawalas.

Noncommercial, personal remittances do not include charitable donations to or for the benefit of an entity or funds to support a business. Those uses may require a specific license.

OFAC guidance authorizes U.S. persons to hand-carry noncommercial, personal remittances on their own behalf, subject to restrictions.
